Designation Changes the Question Entirely

A structure must be more than 30 years old, or exceptionally important, and meet at least 3 of 10 criteria to be designated. Ordinary demolition review asks whether a building might be a landmark. Inside a designated historic district that question has already been answered, and a different regime applies: alterations and demolition within the district are reviewed against the district's own standards rather than assessed for potential.

That is a materially different process from the one described elsewhere on this site, and it applies to repair work as well as to demolition. How Do I Find out Whether My Property Is in a District?

Landmark Preservation and the city's property records will confirm it, free. It is the first thing to establish on a Five Points fire file, because the answer determines whether you are dealing with design review on the restoration itself or only with demolition review if you clear the site.

Which Pushes the Answer Toward Restoration

Much of the housing here dates from the 1880s through the 1930s. Outside a designated district, Landmark Preservation staff have 10 business days to determine landmark potential, and a finding brings a 21 calendar day public posting. Colorado requires insurers to offer law and ordinance coverage of at least 20 percent of the dwelling limit, raised from 10 percent, and extended replacement cost of at least 50 percent, raised from 20.

Inside a district, clearing the site is difficult by design. That is the point of designation, and it means the practical route after a fire is almost always to repair rather than to replace.

The consequence for value is that a restorable building inside a district is worth more, relative to its land, than the same building outside one. The land is worth less because less can be done with it, and the structure is worth more because it is the route that exists.

Does Designation Reduce What My Property Is Worth?

It changes what the value sits in rather than simply reducing it. The land carries less optionality, so a buyer pricing a clearance pays less. A restorable structure carries more, because restoring is the available route. On a badly damaged building inside a district the arithmetic is harder; on a repairable one it is not.

The Coverage Point Applies With Extra Force

Where restoration is the required route rather than one option among several, the coverage that funds it matters more.

Law and ordinance coverage, which Colorado requires insurers to offer at a minimum of 20 percent of the dwelling limit, pays for bringing work up to current code. Inside a historic district there may be design requirements on top of code requirements, and a restoration constrained by both is more expensive than one constrained by neither. Whether your policy carries that coverage is worth establishing early.
